Leading opposition candidate Vladimir Neklyayev was beaten by riot police while leading a few hundred of his supporters to the demonstration and was hospitalized, according to his wife. The activists gathered on a central square after polls closed Sunday, but most of the square had been flooded to make an ice skating rink. They then set out for another square where the parliament and government buildings are located.

MINSK, Belarus (AP) — A top opposition candidate was beaten unconscious by unknown men while leading a group of his supporters to a rally to protest what the opposition claims was large-scale vote-rigging in Sunday’s presidential election, an aide said. Thousands of people were gathering on a square in central Minsk in defiance of longtime authoritarian leader Alexander Lukashenko, who had threatened to use force if the opposition went ahead with the election-night protest.
Opposition candidate Vladimir Neklyayev was leading hundreds of his supporters to October Square when he was attacked, aide Anastasia Alexandrovich said. Russia and the European Union are closely monitoring the election, having offered major economic inducements to tilt Belarus in their direction.
Signs that Lukashenko is leaning Westward would be a moral victory for countries that have long criticized his harsh rule and worried about his connections with vehemently anti-West regimes. For Russia, a return to the fold would bolster Moscow’s desire to remain the power-broker in former Soviet regions.
In casting his ballot, Lukashenko expressed confidence that he would win a fourth term. He denounced the planned opposition rally as being led by “bandits and saboteurs” and proclaimed that it would not take place. “Don’t worry, nobody is going to be on the square tonight,” Lukashenko said while voting with his 6-year-old son, Kolya. But thousands turned out.
“How can we counter a dictator who created a police state in the past 16 years?” said 21-year-old student Artur Makayonak, who was among the activists heading to the square. “Only our protests, our strive for freedom and a peaceful rally.” Opposition candidates and rights activists said five senior campaign workers and 27 opposition activists have been detained since Saturday. Police refused to comment.
Neklyayev had condemned the detentions. “When the representatives of one of the candidates get arrested on the orders of another candidate, that cannot be called an election,” he said Sunday afternoon.
Nearly a quarter of the 7 million registered voters went to the polls in five days of early voting last week, according to the Central Election Commission. The opposition and election observers say early voting allows for ballot stuffing as ballot boxes are poorly guarded and voting precincts are poorly monitored.

Upon receiving reports that opposition candidate for President of Belarus Vladimir Neklyaev had been beaten up, while on his way to participate in a protest rally in Minsk, Jerzy Buzek, President of the European Parliament said:
“This cowardly attack on a defenceless candidate for President of Belarus is outrageous and disgraceful. I am shocked as I have learned from the testimonies of witnesses as reported by the media, that Mr Vladimir Neklyaev was beaten up by the police force.
This type of behaviour is unacceptable for the international community.
I demand from President Lukashenko that he immediately halts all police forces from executing such actions, and to punish all those involved.
This incident sheds the worst possible light on the presidential elections held today in Belarus. The citizens of Belarus deserve a democratic country. I express my profound respect for all those who struggle in a peaceful manner for this to come true, like Mr Neklyaev. I wish him a speedy recovery to full health.”

MINSK (AFP) – Belarus police on Sunday arrested hundreds of protestors as the security forces cleared a square in central Minsk where the opposition held a mass protest over elections, an AFP correspondent reported.
The police brought in reinforcements after demonstrators started attacking official buildings on Independence Square, encircling the main group and telling them to put their hands up.
Hundreds of protestors were then led away to police vans by the security forces, the correspondent said.

Антироссийские высказывания Лукашенко приводятся в отчете о его переговорах с министром иностранных дел Эстонии Урмасом Паэтом. Большую часть полуторачасовой встречи, состоявшейся в октябре 2009 года, президент Белоруссии якобы посвятил нападкам на Россию.
Помимо войны в Южной Осетии, Лукашенко затронул тему строительства газопровода “Северный поток”. Как говорится в отчете, белорусский лидер надеялся, что Финляндия, Швеция и Дания не одобрят этот проект. В качестве альтернативы Лукашенко предлагал провести вторую линию газопровода “Ямал-Европа”, проходящего по территории Белоруссии. Thousands of opposition protesters in Belarus have tried to storm the government headquarters, following the country’s presidential election.
The demonstrators smashed windows and the doors of the building in Minsk, but were later pushed back by riot police.
Earlier the police broke up a smaller rally. Opposition candidate Vladimir Neklyaev was seriously injured.
Incumbent Alexander Lukashenko is widely expected to win the poll, which the opposition claims has been rigged.
Exit polls suggest he is far ahead of his nearest rival in Sunday’s vote, having secured more than 70% of the vote.
Under the authoritarian leader now seeking his fourth term, the former Soviet republic has never held a poll seen as fair by international monitors.
However, the election campaign itself was much freer than in the past, correspondents say.

‘Mass arrests’
Mr Neklyaev’s campaign activists told the BBC that he was badly beaten and taken to hospital with head injuries.
This happened as police violently broke up the rally of some 200 supporters of the opposition candidate after Sunday’s poll.
Police used noise grenades and truncheons to break up the first rally, reports say.
But by late evening at least 10,000 protesters gathered in central Minsk, denouncing the elections as fraudulent.
Waving unofficial Belarusian white-red-white flags, they shouted: “For Freedom!”, “Down with Lukashenko!” and “Down with Gulag (Soviet-era labour camps)!”
The demonstrators then tried to storm the government building but were pushed back by the riot police.
Dozens of protesters were injured in clashes after being beaten with batons, according to the Associated Press news agency.
More riot police then arrived in central Minsk and began dispersing the demonstrators. There were also reports of mass arrests.
Mr Lukashenko earlier warned his opponents against organising rallies as he cast his vote.
“What is awaiting supporters of the protest – read our laws. Everything will be in strict accordance with the law.
“Don’t worry, nobody is going to be on the square tonight,” the president added.
Police had earlier warned it would crack down hard on any protests.
‘Window-dressing’
Nine challengers were competing with Mr Lukashenko for the presidency.

For the first time, state television aired a debate among the contenders opposing the president, who has governed since 1994.
Mr Lukashenko – who remains popular among large sections of the population – did not take part in the discussion.
The authorities also allowed activists to collect signatures during the election campaign, perform protest songs and read anti-government poetry.
Despite this, many in Belarus believe that the election day result has already been pre-ordained and the political thaw is merely window-dressing, the BBC’s David Stern in Minsk reports.
“Lukashenko needs this to show to the Europeans because he needs money from Europe,” Andrei Sannikov, one of the three main opposition candidates, said earlier this week.
“The economy is in very bad shape and he needs additional credits,” he said.
Mr Lukashenko, who denies the opposition’s claim, has said he is not planning to leave, whether by the ballot box or other means.
Asked by reporters last week if the vote would bring any political changes, he said: “There will definitely be political changes. I am sure you meant political changes in general, but no change of power in Belarus.”

“На мой взгляд, люди отрабатывают гранты. Конечно, американские гранты они отрабатывают”, – сказал И.Шамир, комментируя инцидент на площади Независимости в Минске.
“Если мы посмотрим Wikileaks, то там сегодня была опубликована депеша, в которой говорится о “черном нале”, который идет белорусской оппозиции. Там говорится, что поймали кого-то с 25 тысячами долларов “живых” денег. Надо думать, что это не единственный случай”, – считает собеседник.
По его мнению, механизм финансирования белорусской оппозиции представляет собой сложную систему взаимодействия государства и формально независимых фондов. “Например, американский фонд National Endowment for Democracy – это одна из таких организаций, которая занимается пестованием оппозиции. Такие организации пытаются навязать американскую модель на свой манер”, – считает И.Шамир.
“С другой стороны, конечно, есть много простых людей, которые ничего не понимают. Не понимают, что их руками отрабатывают гранты. К сожалению, так устроен мир”, – констатировал он.
При этом И.Шамир подчеркнул, что высказывает свою личную точку зрения, не точку зрения Wikileaks. “У Wikileaks нет политической линии”, – сказал эксперт.
Комментируя свою встречу с главой администрации белорусского президента Владимиром Макеем, И.Шамир сказал: “Я встречался с главой администрации президента Беларуси как наблюдатель, а не как представитель там кого-то. Мы говорили о выборах. Мы не говорили ничего о Wikileaks. Он встречался со мной, как с наблюдателем и все. Встреча продолжалась несколько минут”.
По его словам, в ходе диалога с главой администрации “я сказал, что считаю интересным тот эксперимент, который происходит в Беларуси”. “Вся ваша модель интересна, как модель развития без партий. На мой взгляд, это вещь вполне приемлемая – можно строить хорошую модель государства без партий. Об этом говорят и многие интересные люди”, – пояснил свое видение белорусского эксперимента наблюдатель.
Он считает, что “сейчас мир переживает глубокий кризис и именно поэтому белорусская модель интересна, она как-то существует. Естественно, что противники пытаются действовать непарламентскими методами”.
Комментируя свои впечатления от состоявшихся в воскресенье президентских выборов, И.Шамир отметил: “Мне показалось, что все было гладко, спокойно, беспроблемно. Я не увидел ничего, что можно было бы назвать нарушениями. Мне показалось, что выборы прошли так, как должны проходить”.
